The Parliament (Kartvelian: პარლამენტი, parlamenti) is the bicameral parliament of Varkana consisting of the Senate and the National Assembly. Each assembly conducts legislative sessions in the Parliament Building in the 4th District of Klow. The members of the National Assembly are directly elected to four-year terms by Varkan citizens 16 years or older who may vote in legislative elections, which are conducted by secret ballot. National Assembly seats are allocated among the various parties using the D'Hondt method of party list proportional representation. A party or electoral alliance must pass the election threshold of 1% of the overall vote to be allocated a seat. Parties select their candidates using a closed list. Thus, voters select the party of their choice, not any specific candidate. As for the Senate, each commune, regardless of population or size, has one senator. Currently, there are 83 senators representing the 83 communes. The senators are elected through the instant-runoff method by secret ballot for four year terms. As the legislative branch of the Varkan government, the Parliament passes all laws, appoints the members of government (ministers), and supervises the work of the government.
