Communes of Varkana
The commune (Kartvelian: კომუნა, komuna) is the first level of administrative division in Varkana. All of the territory of the Republic of Varkana is covered by communes except in government lands where the communes do not have local representation and is directly administered by the state. This apart, powers, size, population in communes may vary considerably from one to another. Communes are a supralocal type of regional municipality, and act as the local municipality in unorganized territories within their borders. Most communes are subdivided into villages, which act as local municipalities.
Communes as political entities[edit | edit source]
The council of a commune is composed of the mayors of the member villages (municipalities) as well as a prefect. The prefect is usually elected by and from the council by secret ballot. Universal suffrage may also be used. The prefect's mandate is 2 years when elected by council or 4 years when elected by universal suffrage. The council and prefect act as the executive entity of the commune, while the people/citizens act as the legislature.
A commune must:
- manage land use by creating a land use scheme and revise it every five years;
- establish a plan for waste management, fire protection, and civil protection (communal police);
- apply the land use scheme;
- make and administer urban planning rules in unorganized territories;
- see to the proper functioning of watercourses in its territory, especially those used for agricultural drainage;
- prepare the evaluation rolls for local villages;
- sell buildings for property tax default;
- make and administer economic planning rules in the commune as provided by the Constitution.
Direct democracy[edit | edit source]
Direct democracy was established in Varkana at the communal level through the Varkan Intranet in 2005. It created a broader and more active citizen participation enabled by communications, as well as through more participatory or direct forms of citizen involvement in addressing public challenges. Added to the Intranet is the Internet, out of reach of the Varkan government should there be abuses. While the Varkan side of the Internet contains a wide variety of political blogs and forums, with exchanges on numerous subjects concerning society, the Intranet is a secure tool for citizens to vote and participate in polls and learn about the political process and any issues in any part of Varkana. It also offers a certain government transparency, especially at the communal level. The people are directly involved in the legislative function through Intranet. Citizens electronically vote on legislation, author new legislation.
Internet is able to provide an opportunity for interaction, and serves as a prerequisite in the deliberative process as a research tool. On the Internet the exchange of ideas is widely encouraged through a vast number of websites, blogs, and social networking outlets; all of which encourage freedom of expression. Through the Internet information is easily accessible, and in a cost effective manner, providing access and means for change. Another fundamental feature of the Internet is its uncontrolled nature, and ability to provide all viewpoints no matter the accuracy.
Economic impacts[edit | edit source]
The Varkan Intranet enables communes and the central government to see in real time consumer habits and the connectivity between communes. With citizens entering their personal transit data voluntary, as well as any other form of data, their general behavior can be studied by the government to help improve their living conditions. These results are published on the Intranet and communal decisions then follow. U/C
