The Presidential Office (Kartvelian: პრეზიდენტის ოფისი, prezidentis opisi) is an executive office of the Republic of Varkana, associated and working cooperatively with the Government of Varkana and the Council of Ten. It consists of two secretariats and other administrative offices.
Standard
The Standard of the President of Varkana consists of a gray, black and red graphic design in the shape of a V, representing Varkana and the Presidential Office. The left side of the 'V' represents foreign affairs. It blends two key elements of the secretariat: the upper section denotes Varkana's location as a coastal and mountainous nation; the lower section is a graphic representation of sisterhood and bilateral relations, featuring art reminiscent of tribal emblems. The right side of the 'V' represents defense — war and violence, death and conflict that have created Varkana. Shaped like the blade of a sword, small chinks are hacked out of what would have been fastidiously hand-forged steel weaponry, stained from blood of the fallen. The connecting part of the 'V' is about growth and life, with an illustration that is similar to a section of weaving tapestry, taking visual cues from a family crest or coat of arms, representing the President of Varkana.
Organization
Hand
The Hand (Kartvelian: ხელი, kheli) is the ombudsman of the political institutions of Varkana, appointed by the President, who has the power to delay a legislative vote in the Parliament (unique amongst ombudsmen). Besides his ombudsman duties, he is also to witness the current and future domestic policies of the Republic, ensuring they do not overlap foreign or defense policies and vice versa. The office of the Hand has one ombudsman (deputy-Hand) and five assistant ombudsmen. The officials are elected for a term of four years. The other Varkan official charged with the supervision of public power is the Councilor of Justice, part of the Council of Ten. The jurisdiction of the two offices overlaps, but the Hand is the authority specially charged with the handling of complaints by military servicemen, conscripts, prisoners and other persons in closed institutions. He also regularly inspects prisons, garrisons and Varkan peacekeeping missions abroad. The other special duty of the Hand is the supervision of police undercover and wiretapping activities.
Secretariat of Defence
The Secretariat of Defense (Kartvelian: სამდივნო თავდაცვის, samdivno tavdatsvis) is responsible for defending the Republic of Varkana from internal and external military threats. It oversees most of the Military of Varkana, but also Varkana's state-owned military industry. The Secretariat is led by the Secretary for Defense who is appointed and supervised by the President.
Secretariat of Foreign Affairs
The Secretariat of Foreign Affairs (Kartvelian: სამდივნოს საგარეო საქმეთა, samdivnos sagareo sakmeta) manages Varkana's diplomatic and consular relations, to encourage the country's international trade and to lead Varkana's international development and humanitarian assistance. It is also responsible for maintaining Varkan government offices abroad with diplomatic and consular status on behalf of all government departments. The Secretariat is led by the Secretary for Foreign Affairs who is appointed and supervised by the President.
