The Constitution of the Republic of Varkana is the current and fourth constitution of Varkana. It was drafted in mid-2004 by a constitutional assembly that had been created by popular referendum. Adopted in December 2004, it replaced the 1961 Constitution. It was primarily promoted by former President of Varkana, Zurab Avalishvili and thereafter received strong backing from diverse sectors, including most leftist political parties. Avalishvili and his followers refer to the 2004 document as the "მგელი კონსტიტუცია" (the "Wolf Constitution") because they assert that aristocratic communalism is ideologically descended from the thinking and political philosophy of Juls Dadiani, nicknamed the Old Wolf.

The Constitution of 2004 was the first constitution approved by popular referendum in Varkan history, and summarily inaugurated the so-called "Fourth Republic" of Varkana due to the socioeconomic changes foretold in its pages. Major changes are made to the structure of Varkana's government and responsibilities, while a much greater number of human rights are enshrined in the document as guaranteed to all Varkans – including free education up to tertiary level, free quality health care, access to a clean environment, among others.
